From Nextgov.com: Air Force looking to build cyber weapons
The Air Force issued a proposal on Monday asking the technology industry to help it develop the ability to hack into an enemy's computer systems and to conduct offensive cyber warfare, such as shutting down systems, according to internal and public documents.

- Why would the Air Force think they are the agency to do this? Why would they do it in a public way? Are there not issues between them and the SECDEF about support in a current war? When you are having problems in your current funding battles, engaging in a new one, may not be such a good idea. The nextgov article raises a great point about what happens when the Air Force succeeds in penetration and another country figures it out? Besides its a dream anyway.
