FEATURES Is Bigger Better?
OMB research shows that while agencies conducted fewer job competitions last year than in fiscal 2003, they are bundling work into larger chunks so contests are more enticing to contractors. The larger competitions often involve significant reorganization of work across regions or areas of responsibility, posing greater implementation challenges.

|---|---|---|
| Competitions completed | 662 | 217 |
| Total full-time jobs studied | 17,595 | 12,573 |
| Average number of jobs studied per competition | 27 | 58 |
| Anticipated net savings (over three to five years) | $1.1 billion | $1.4 billion |
| Average savings per position | $12,000 | $22,000 |
| Positions retained by in-house teams | 89% | 91% |
