More Students

Since 2000, U.S. colleges and universities have seen their largest increase of foreign students in 20 years - nearly 13 percent - at the same time they face unprecedented government regulation.

Fewer Schools

The estimated number of schools allowed to enroll foreigners has been reduced by 1,000. The government shut down foreign programs at schools-many of them vocational-that it feared would be exploited by people trying to get visas.
