Keys to Culture Change
The Consortium for Culture Change believes organizations must make the following 10 changes if reinvention is to succeed.
- Leadership: Must move from controlling to instilling a shared vision.
- Customer Focus: Employees move from viewing managers as their customers to seeing taxpayers as their customers.
- Organizational Design: Must be changed from hierarchical to flat and fluid.
- Teamwork: Employees must shift from competing to partnering.
- Motivation: Is transformed from punishment to incentives.
- Innovation and Learning: The traditionally risk averse work system becomes one that expects creative problem solving, learns from mistakes, encourages skill-building.
- Communication: Restricted information flows must be unblocked to make data easily accessible to everyone.
- Results management: The organization's focus must move from processes to outcomes.
- Empowerment: Workers must stop merely following orders and begin making decisions and being accountable for results.
- Diversity: Organizations that once feared difference must recognize the best decisions include multiple points of view.
